The PMI PMO Practice Guide describes a Strategic PMO as focusing on alignment of the organisations strategic portfolios, programs, and projects with its strategic objectives and ensuring that they deliver value. The strategic PMO involves project prioritisation, resource allocation, benefits realisation, and governance. A Strategic PMO typically has high level of authority within the organisation and works closely with senior management to ensure that the organisations project portfolio is effectively managed.

This definition is very similar to other ‘types’ of PMOs such as Portfolio PMO, so there is a need to understand some of the distinct characteristics that make a PMO ‘strategic’.

Key characteristics of a strategic PMO

It is important to take a step away from dividing PMOs into ‘types’ that are stereotypically defined by someone else’s experience and consider the Nature of the PMO in question.

Understanding what makes a PMO strategic in nature

1. Strategic Alignment

It’s not about managing all the change – it’s about managing the right change. PMOs of a strategic nature ensure changes are directly tied to business priorities and enable value-based decision-making through delivery of high-quality outputs, thanks to high performing teams.

Questions they ask:

  • Does this project align with our corporate objectives?
  • What is the anticipated return on investment?
  • Do we have the capability (competence and capacity) to deliver it?
  • What is our corporate risk exposure if we deliver this project?
  • Does this help us deliver a competitor advantage?

2. Portfolio Oversight

They don’t just track delivery metrics – they guide investment decisions. Strategic PMOs facilitate effective prioritisation, resource balancing, and risk forecasting across the portfolio through efficiently gathering, analysing, and providing useful insights to answer “Are we doing the right mix of projects?”.

Questions they ask:

  • What proportion of projects help us run, grow, and transform the business?
  • Have we got the right skilled resources for the delivery approaches needed to deliver?
  • Are we trying to do the same thing elsewhere?
  • Are we impacting teams several times over a short period of time?
  • What is the best way to assure these changes over time to provide confidence?

3. Executive Influence

A seat at the table matters. PMOs that are strategic in nature work closely with senior leadership to support effective decision-making, shape planning cycles and their output, and act as the integrator (or bridge) between strategy and execution.

Questions they ask:

  • Are we empowered to recommend holding or stopping projects?
  • Are the senior leadership educated and capable of being accountable for change?
  • Are we in a position to educate across all levels of the organisation?
  • Will xx pick up the (virtual) phone if I call?
  • Will senior team members champion the PMO in the event of a problem?

4. Benefits Realisation Mindset

Project outputs are important. But strategic PMOs look beyond them to outcomes, and ultimately benefits through delivery of the strategic goals. They help define, track, and sustain value – long after a project closes.

Questions they ask:

  • Can we define benefits from the start?
  • Are all benefits able to be tracked and measured post delivery?
  • Are our Objectives and Key Results expressed in the right way to add value over the OKR lifecycle?
  • How does the PMO facilitate post project benefits conversations?
  • Are we able to learn from the realisation (or not) of benefits?

5. Demand and Capacity Driven

Capacity versus demand is the lifeblood of strategic PMOs as they must ensure that there is sufficient resource to deliver the annual plan. Without this level of focus it is impossible to deliver efficiently and consistently deliver quality outputs.

Questions they ask:

  • What skillsets to we have in the business that we can deploy to projects?
  • Can we hold projects so that the right resource can be assigned?
  • What are our people doing for the next 3-6 months?
  • What single point of failure risk can we identify, and how to reduce the probability of it causing problems?
  • Have we learned from past resource conflicts?

Becoming strategic: where to start

You cannot become a strategic PMO on your own. You require sponsorship and influence from the most senior levels of the organisaiton.

PMOs can however, become more strategic in nature. So whether you’re setting up a PMO or transforming an existing one, the shift to strategic begins with intention.

1. Start with Purpose

Ask: Why does your PMO exist? If the answer is “to enforce process,” you’re not thinking big enough.

Reframe your mission:

  • How are you helping the business deliver strategic change?
  • How are you enabling smarter decisions?
  • How are you empowering delivery teams?

If the answers don’t come to you, what needs to change to be able to put pen to paper?

2. Get Closer to the Business

Strategically minded PMOs must understand the business context – its environment, its context, the strategy, culture, risk appetite, and customer needs.

  • Ask to attend planning sessions and exec briefings to learn more business acumen
  • Learn the language of the business and
  • Position yourself as a translator between strategy and delivery

Pro tip: “Speak to the human before you speak to the role” isn’t just good engagement advice – it’s strategic positioning.

3. Build Your Influence

A strategic PMO doesn’t demand power – it earns influence.

  • Provide insight, not just information to become the single source of truth
  • Identify risks early and offer solutions from the know-how you have of how teams operate
  • Meet with people frequently, listen, and remain the calm in the chaos
  • Communicate value in the appropriate way to ensure that everyone understands the same language

4. Prioritise the Right Services

Not all PMO services are strategic. Focus on those that enable leadership and forward-looking decisions:

Leave the admin to automation. Focus your time where it matters most.

  • PMO Performance such as consistency in approach

Avoid “reporting for the sake of reporting.” Your balanced scorecard should tell a story that helps someone make a better decision.

Challenges you’ll face in making your PMO more strategic

Becoming strategic isn’t always smooth sailing. Expect resistance – and be ready for it.

Common barriers:

  • Legacy perception of PMO as admin-centric
  • Lack of sponsorship or unclear governance
  • Overloaded portfolios and unclear priorities
  • Tooling that doesn’t support insight
  • Organisation and teams not ready for change

Tactics to overcome:

  • Build a coalition of allies (especially sponsors and delivery leads) through a community of practice
  • Communicate quick wins early and often
  • Run education sessions to reshape perceptions
  • Review and reframe your PMO service catalogue
  • Celebrate strategic impacts, not just delivery milestones

The Role of PMO Leadership

Your PMO is only as strategic as the people leading it.

Strategic PMO leaders:

  • Are comfortable in ambiguity
  • Speak the language of outcomes, not just outputs
  • Coach others to grow capability
  • Push for continuous improvement
  • Read the organisation’s shifting priorities
  • Stay externally connected (via communities, networks, events)
